Despite paying zero dues and being despised by fans (as a babyface), Vince forced him down the people's throats. It was only because of Ron Simmons taking Dwayne under his wing and coaching him that the Rock character came out with the Nation, something that Simmons gets zero credit for from most so-called wrestling fans. And then when the Dwayne finally got over, he got Vince to hire his own personal writer and force WWF to move away from letting wrestlers call their own shots, instead moving to a writer focused promotion. Dwayne himself admits to this to this day, even brags about it in tweets how he ruined the business but it's okay because it benefitted Dwayne. And then Dwayne leaves WWF high and dry to pursue Hollywood at the ripe old age of 32, when the AE died down, and Austin was forced to retire. Dwayne could have carried the torch for the next several years, as Hogan had back from 84-90, but he didn't give a shit about the fans or the WWF or the wrestling industry, only about his own fame.
Kerr had the rules changed to screw him over. He was intentionally held back during his career by the promoters. The Dwayne had the "rules" (writing staff vs wrestler controlled) changed to benefit himself only, and had the promoters (Vince and bookers) behind him 100% even when he was a shitter, and then left them and fans high and dry at the first opportunity for personal fame.
Kerr and Dwayne couldn't be more different.
