TKO wants to turn Mania into a weeklong tourist event. They know and KSA knows that Jeddah doesn't have the infrastructure and draws to support white middle class tourists for a week.
TKO still has the leverage on Mania because they will make a lot of money running a week of events in Vegas next year and they'll want KSA to outbid those profits for a smaller scale weekend of Raw, SD, HOF, Stand & Deliver and 2 night Mania without the Fanatics experience. KSA is rich but they don't have unlimited funds and they'll balk at the add-on charge on top of their existing payments, so they'll take the Rumble instead.
