Okada's run at the top was an astroturfed campaign by Dave Meltzer who liked his boring, no substance style and also because he was funded by Gedo to put over his pet project that nobody else wanted.
The NJPW fanbase didn't give a shit about Okada, only the smelly obese smarks from America liked him because they were told to by their lord and savior Dave.
He was a proven anti-draw who brought in some of the lowest crowds and gates in company history and his 2-year long reign with the belt absolutely tanked the company in ways that they still haven't recovered from, not to mention his matches were formulaic slop that had the audience falling asleep most of the time.
His "masterpieces" with Omega were some of the worst matches to ever take place in an NJPW ring, bereft of any substance, storytelling, or psychology, just MOVEZ MOVEZ MOVEZ to please one man. Okada was pushed because he was tall and because Gedo was biased towards him. Everyone else could see he didn't have the talent or the aura to be even a mid-carder, and yet they went full steam ahead with disasterous consequences.
If you ask any Japanese wrestling fan who their favorite wrestler is, they will never say Okada. Ever.
