Raw/SD just took most of NXT's better talents, so the roster is weak. It's developmental though and now they'll be able to get new people in those spots. The problem is that in the meantime, the shows won't be as good until the newer wrestlers get better.
It's probably a good thing they're doing it in that small building, because it wasn't going to have a ton of interest.
