Pretty sure Excalibur oversees all the "graphic design" and whoever oversees the merchandise and branding should have to approve it too, as well as the wrestler themselves. But there's no oversight in aew so some random guy probably just churns this out without approval. Not that anyone who works there would understand why bad merch makes the wrestlers and company look bad.
