A workrate belt needs to be defended often. The story it should tell is about a champion who defends it against all comers, whenever, whenever.
A top belt, on the other hand, is a thing of prestige. The top champion actually wrestling one-on-one with someone should be a spectacle of sorts, a can't-miss event because it doesn't happen every day. The idea is that the top champ barely shows what he's capable of in regular action so he's fully rested to put everything he's got into his defenses. Sure, he might wrestle tag matches or even multi-man matches but the idea is he's protected. Getting a shot against the champ should be a big deal and should carry with it a commensurate prize.
Occasional eliminators are an alright idea. But having eliminator match every week just detracts from the mystique of the champ. It just brings down the prestige of the belt because what is even the point of being top champ if you're going to wrestle every show just like everyone else.
