Proper booking to build towards something and follow it up, in every segment of every show, makes people care about the show. Random shit with no build and no pay off results in people not caring or remembering any of it because there was no reason for it to begin with.

Yes and no. The wrestler needs to not be a complete shitter when building programs too. It's been demonstrated time and time again that you can push someone like Stone Cold and still not get them over. It's like having a good coach and a good player. The booker coordinates the efforts and the wrestler runs the plays.
