He's doing heel things because his character does that. The crowd reacts positively because it's true.
Okada aligned himself with the Young Bucks who the audience despise in a go-away-heat sort of way.
That means the crowd hates Okada.
But there are also people in the crowd like Dave Meltzer who know the last 15 years of Okada's career and don't get laid, and they aren't ready to dislike Okada after jerking off so often to how good Okada was in Japan.
When you take these two groups and have them talk with each other, you get two completely different views.
One where the Jew's an asshole but at least he's a good wrestler so the crowd likes him and Okada is unknown but aligned with cunts so he sucks.
Another where there are no real babyfaces because that group is obsessed with shit that doesn't matter.
Even Brian Last gets that wrong all the time, saying there aren't any heels today. Bullshit. Everyone's a heel, trying to get heat, but fans keep cheering it because they beat their meat to heel shit and love the chaos.
The only way to be a real heel is to burn a Palestinian flag on TV, but that gets you fired. So there are no heels.
I guess my point is everybody in the entire wrestling business has lost the plot, especially the fans.
