In an alternate world where stars align, your plan will go exactly as you want. Write the long term story of Cody winning the belt, WITHOUT the titles changing hand first. I'll give you as far back as October 2023, before Survivor Series. Here's the stipulations:
>Roman CANNOT lose the title through a match or other nefarious means. He must retain>Roman does NOT have to fight at WM. Though it would be against the money to do so, you can be creative>Cody does NOT have to win the RR. >Include injuries for other stars if you want (that would impact the story) but you don't have to. >You MUST incorporate the Rock, as he is a greedy fucking faggot who wants to rustle those old bones, but he does not have to be heel or directly in the main event for Mania (if you can write around it) or SummerSlam. However, he will be featured prominently as part of the angle for Roman and Cody.
