There's a major difference between poaching gaijin, who arrive with one foot out of the door, and homegrown Japanese talents. Every time Tony Khan books an Ospreay, or Jay White, or other non-Japanese talent on one of his shows (especially ones that speak English), he makes it that much more likely they'll jump ship once their contracts are up. Would they have done it on their own otherwise? Possibly. But letting them perform in front of 10,000+ fans, for a TV audience of 3/4 million, is likely to grease the skids a bit.

Giulia hasn't had a single match in WWE before. If she left Stardom, it's because she wanted to leave and is betting on herself
Okada had several matches in AEW before leaving NJPW. He had already been paid by AEW and is now seeking even further compensation.
Mina will be the next one to be paid by AEW for matches and then defect.
You are raging because you know the criticism is valid and that Tony Khan is raiding other promotions, first inviting them on his show as cross-promotional appearances and then just signing them outright. Having talents from other promotions and signing with you as a free agent is not and never will be the same thing.
