Take Seamus as an example. Dude was an indy darling before WWE but the twitter marks called him bad because he is big and in WWE. They only recently stopped that shit.
There are obviously other reasons, but smaller companies need to justify paying a big name guy to come in. Ryback was stigmatised as a bad worker unfairly so the audience you would want him to pull in didn't exist. There were better options available for a better ROI.
That's why Tony won't hire him, because he himself is one of those marks. There are other reasons too but that's the major one.
