Yes, they did. The narrative for years was WWE was holding Claudio back and not letting him be a main eventer despite HUGE reactions he would get anytime they teased at pushing him. As soon as he signed, tons of AEW marks were saying NOW he's finally going to get the main event push he deserves. Fast forward a few weeks later and he's the third guy in a six man tag match that just stands around on the apron for 90% of the match.

Except this never happened. He won the ROH twice and was champion for a long time

People wanted to see him get a big push when he was one of the best workers on the show and they were doing nothing with him. Now he's in a promotion where he's not even in the top 10
