Pirating with equipment (descramblers) or over the internet didn't become popular until cable modems became a fixture, and that wasn't until the mid-2000s with Wiziwig, etc. You had a lot of fast connections for movies, albums and so on, but those were mainly educational T1/T3 FTP that would get found and shut down.
PPVs in the late 90s, online at least, you'd download them after the fact as xvid (700MB per part) and maybe a week later as a DVD/ISO if you could find it. I would sometimes skip Raw/Nitro and download it later so the PPV wouldn't be spoiled
