The White Belt was defined by stars like Yuzapon, Act Yasukawa, pre-Icon Mayu, Giulia, and Tam. Some would say that under Giulia it held even higher standing than the Red Belt. Mina held it for a short time because of her character, not necessarily because in the top tier of workers in Stardom.
Contrast this with the people who defined the Red Belt: Nanae, Satamura, Io, Icon Mayu, Kagetsu, Utami, and Syuri. These were figures that would kill you in the ring.
I'm not saying that there's no overlap. But the emphasis is different. Character work in Japan is obviously important but pro-wrestling is treated like a sport so the top technical prowess is going to hold priority.
Yes, there have been exceptions. But I think the bulk of what I said stands so, no, I won't be retracting that statement.
