Sting vs Undertaker was a dream match for fucking everyone at that time and Cornette is so disconnected that he thinks people would want Funk in that match instead.
That isn't even a knock on Terry Funk either. It is just the worst possible use of the guy I could imagine. At that point in his career Funk should not be taking the kinds of bumps a 2001 Undertaker match would have entailed and it would have emphasized everything Funk couldn't do anymore. Undertaker is not a guy who can carry the kind of match that would make Funk look good and Funk couldn't carry a match with a guy half a foot taller than him to make him look good either. The only thing they could really do is brawl and some hardcore spots.
He also has Hogan vs Dusty, which nobody wanted to see and would have sucked balls, instead of Rock vs Hogan which was one of the best WM matches ever. He has Dudleys vs The Road Warriors in a time when the Road Warriors were completely washed. He was literally booking in the WWF last time the Road Warriors were there and had a completely shit run that killed off any interest they had left in the US. Austin vs Foley had been played out already. Triple H vs Booker T was a dimeless match even with the title on the line and would have been even shittier without that. Nobody wanted to see Dustin Rhodes, which is the entire fucking reason he was Goldust and nobody from the WWF or WCW audience wanted to see Jeff Jarrett at all.
Overall the only good matches on that entire card would have been Vince vs Flair, Show/Kane vs the Steiners and Jericho vs Lance Storm. And even that last one would have only been good as a fast paced opener.
