Isn't Downtown the most popular comedy duo on the country? I've always heard that Japanese television time slots are really competitive, which is why pro-wrestling and most anime have graveyard slots, but I wasn't expecting this to be relegated to that. What actually gets prime time slots in Japan?

Suiyoubi no Downtown airs on TBS not NTV, and it's a primetime variety show that airs at 10pm. You're talking about Gaki no Tsukai, Downtown's other show on a different tv channel. TV shows' airtime in Japan depend on the budget and the theme, regardless of the popularity of the geinins. And being late-night show and low budget doesn't mean it's unpopular, Gakitsuka is still running 3 decades in and at the same timeslot.
