Bischoff was fucked by the TV managers, but he was also responsible for the beginning of the end, independently. Russo had one or two good ideas overall, like betting on the mid carders to be the future main eventers, BUT, he also put the last nail in the coffin of WCW by making Arquette a champion, making Jarrett lay down in the ring for Hogan and then doing that weird promo afterwards .I feel like most of his ideas would have been fine if they were booked by Vince McMahon, but when no one is willing to cooperate, there is no work to be done. WCW was a lawless company where no one did anything. The wrestlers were getting paid millions, yet they refused to do business when time came, Nash and Hall used to no show when they were supposed to lose, Hogan shows up at shows 10 minutes before they start and he goes like: "That doesn't work for me, brother".
>TL;DR: Russo and Bischoff
