He checks 0 boxes of a typical WWE main eventer - never a good promo, not good at wrestling, but willing to ragdoll his body, and isn't jacked. I can't think of a wrestler who has fucked up more times while still being loved and given a chance by management and the fans. People have always genuinely liked Jeff and rooted for him.
Also he's somewhat mainstream, to a younger demographic. TLC2 is the most famous match from the attitude era, and the one that anyone who gets into WWE eventually watches. Around 2008 all the boys my age got into wrestling, and they all watched that match.
