When the WWE and WCW went to war, and when other promotions were trying to just run their territories, they all tried to cater to the single biggest audience possible: everybody. Mom, pop, the grandparents, as many people as possible.
When Paul Heyman joined ECW, he had a simple idea: let's cater to a demographic that has nothing catering to it right now. It kept the company around for long enough to get a PPV.

The problem with that is that Tony's chosen audience is the type of guy who has a Wrestling Observer subscription and posts on the paid-to-access forum.
It's a very, very small group of people, most of whom don't even watch through TV (they watch through Fite or pirate).
And wrestling, as Paul Heyman discovered for himself if he didn't already know, is a mass medium, not a niche medium. In order for wrestling to function and be profitable while paying talent out the ass to make them millionaires, you need millions of people in your audience.
