He probably wasn't the GOAT but he could always make you interested in the story or the match which a lot of people struggle with. He was insanely consistent, him and The Rock are probably the only two guys who could feud with anyone and make it seem like must watch wrestling.

For me the GOAT promos of all time are probably Stone Cold before he started getting the crowd to do the "What?" gimmick.
