Different promotions have different styles. Having experience in the industry in general doesn't guarantee you'll be okay in WWE. Going through NXT gets you accommodated with the WWE system in a stable setting. There's value in that, especially for someone coming in from a foreign country.

entrances are different, time cues are different, the referees communicate different, the ropes are different......differences everywhere.

main roster is also on the road, NXT is more or less plopped down in one location. Does Steph have dogs, cats, fish? Brother, sister, someone else that will be moving with her? Lots of stuff at home to figure out in addition to the ring
