Plus an established brand in WCW and likely a bigger budget than the relatively small amount the Carters were willing to inject into TNA. TNA didn't even have a real TV deal until Spike in late 05/06. They were on weekly PPV, had zero marketing, had a brief run in an awful afternoon FS1 slot, then they legit had no TV deal at all for half of 2005 until Spike came along. TNA were streaming shows on their website at one point in 2005 because they had no television distribution at all
