i feel like they wouldn't consider him a good "worker," because even back then, that term seemed to have a connotation of being a safe, methodical guy.
like gunther said, his best matches were car crashes. it was amazing to watch, but i can see why it was looked down on for safety or "what a mark" reasons.
wcw hurts a lot of his aura, he should have been killing guys. but sometimes a guy whose presentation requires the need for dominant wins can hurt him. look at omos and how they never use him on television because his size doesn't allow them the creative flexibility to have him lose to most other guys.
but mike awesome was amazing. loved that dude, one my all time favorites. sucks he never got the run he deserved and got the tranny ending.
