The men's division is the one that's overcrowded. The women's division isn't. Also, a lot of the women on the roster are either injured or injury prone, so it isn't bad to hire more women.

That being said, Rachel Ellering sucks and is only being hired because of Chris Hero (he sucks too and got Veny blacklisted)
