Tony would have had to re-sign Brandi as well which he didn't want to do. WWE didn't want her either but Cody didn't have any leverage there as he wasn't already with WWE.
I would've done the same if I were Tony. Brandi just isn't worth having around as a talent and if that means Cody is going to leave then so be it.
