Isn't that all by design? WWE doesn't want people becoming The Rock tier popular and just leaving for Hollywood once they used WWE as a stepping stone. Even Batista did that, at least Cena gave them all of his best years before leaving, but Roman was already trying to do that 5 years ago.
They book people like shit on purpose so they don't just leave, that's probably why they also gave Roman such a light schedule and why they have cooled off people like LA Knight when they were becoming popular

the real answer is Miz. Batista's popularity is always blown way out of proportion on this board. Most people just know him as the guy who played the funny retard in GOTG. John Cena was much more well known even before he got into acting, while Dave was already acting for years prior. Hell Randy arguably is more famous than Batista and that's just through the RKO meme. The wrestling technique is important, but not as important as the storylines and your ability to endure matches for 30+ minutes before blowing up.
The wrestling doesn't draw a crowd. The personal issues between wrestlers draw crowds.
That's why they started organising personal issues in the first place. They could make way more money and take way fewer chances.

Shield Roman was fine, but he was a heel there.
People wanted to dislike the guy and the WWE said "let's make him a lovable sympathetic babyface".
That's what made his reign so terrible for years.
It took him kayfabing his leukemia for 6 months to go shoot a movie with Dwaynetty and coming back "healed" that turned him babyface with the crowd, after years of disconnected booking.
And then they fucking put him in the Bloodline and made him heel now that people wanna like him.
