I’m 100% sure from his comments and from the timetable of the movies and stuff that has happened behind the scenes it will be 616 (or whatever the movie version of 616 is) Tony Stark as Dr. Doom. It’s the only way to get people to care about Dr. Doom as a saga villain without taking the time to set it up. They had plans to do it, couldn’t get the FF going fast enough, pivoted to Kang and that was a disaster on many different levels.
I understand why they would use Kang for Secret Wars, but at its core, Secret Wars both the original and the late 00’s version that will be the source for these movies are both the Quintessential Dr. Doom stories. But how do you make people care about a character you haven’t even introduced? You just make it the guy everyone already cares about.
Hickman is the guy in comics whose ideas have been mined the most by the MCU. If you follow his outline for Secret Wars it makes sense if you squint. Dr. Doom was chosen to be the guy to fight the Beyonders and stop the incursion for several different reasons but one of the lost important ones is that he’s a singular being in the multiverse. There was a multiverses council of Reed Richards’s who culled Dooms throughout reality. That means he can operate without worrying about his variants. Like how Kang said he had to war with his variants to take control of the timeline. It’s a simple fix for the movies, when Tony put the gauntlet on he attained a form of universal godhood. Time stopped and he got a taste of omniscience. They’ll just say that as soon as he put the gauntlet on he was welcomed into the council of cross time Tonys. Whose mission is to stop the incursions. Something happened and he’s the lone survivor. Or the snap wiped out all Tony’s across the multiverse except him.
