Pretty much comes down to those three. A bit of being scared to endanger his spot, a bit of not liking Hulk, and also a bit of not believing in the match as a whole. I think it worked out best for everyone in the end.

Maybe Austin didn't think it would be an interesting feud. I don't know how you'd set it up. Would you have either one heel it up? Let the crowd decide? Austin's ego would get crushed if the crowd preferred Hogan. I can see why he turned it down.
