The UWW, formerly FILA, has a specific process of anonymously picking from a pool of their qualified judges in order to avoid any international biases. I don't know if this was always the case going back to '96, but I presume so.

They gave it to Kurt, and if you go back and watch the match, it shouldn't be that controversial, but you'll always have people disputing it, including the silver medal winner: an Iranian wrestler who threw a fucking bitchfit when he lost and almost refused his medal outright. The Iranian was also popped for juicing afterwards.
