Midpoint and Middle do not mean the same thing. The midpoint of the day is noon; the midpoint of daytime is the middle point between sunrise and sunset.
"Middle of the day" refers to any time after sunrise and before sunset, not generally including dawn or dusk. There is a reason traffic laws, for one, are written to encompass hours that cover the middle of the day - and as dusk approaches, you are advised to turn on your lights so people can see you. There is no legal penalty for not having on your headlights during the middle of the day.
