Vince tried and failed to make him an over face for 6 years straight, had him in Mania main events for 6 years straight, had him go over Taker and he still wasn't over, he had to RESORT to turning him heel. Triple H got him over in less than a year.

The same shit happened with NXT. He got all of the credit for the work Dusty did and then it all went to shit as soon as those guys got called up and he had to start using his own storylines and gimmicks.
