Guys like The Bucks, Kenny, Jericho, etc all refused to work house shows, so you had shows main evented by midcarders like Orange Cassidy and Daniel Garcia. The only EVP that worked a house show was Adam Page, and he only did one show that was in his home state.
It's the same reason WWF did way better house show business than WCW. If the big name talent refuse to do house shows, no one's going to turn out, and you end up losing money in the long run.
