No personality, no presence in the ring, he wasn't able to work his gimmick at all. His character was that he makes money, which is a bad character in Japan anyway, and he was consistently drawing less and selling less merch than a rat-faced guy who has been near-crippled for most of his main event run. Evil sells more merch than Okada ever did.
Of that generation's handpicked top guys he is by far the worst. Takeshita, Roman Reigns, Kento Miyahara, T-Hawk.. You could argue T-Hawk never worked out as a top guy at all, but he connects better with the audience and is a much better wrestler... But all of the above have been the most popular guy in their company and drawn themselves. Okada can never say this.
