Vince values bodybuilder physique, size and spectacle above all else. You can shit in the ring if you look like a million dollars doing it that's not a problem. Vince wents on midcard and handjobs big muscle guys, figuratively, possibly physically too but for this case figuratively.
Hunter values in-ring smark work and story telling/acting/being a tv star above all else. He wants that story, you can be Johnny Oregano looking motherfucker but he thinks the story in the ring is gonna get people buying tickets so he'll latch on to that and forgive the physical factors.
Bobbo, bless his based heart, has never been a good storyteller, he's one note and what ever note he is on he doesn't know how to work it - when he's heel he is too over to be seen as one, when he's face he's too comfy to stay as one nor does he have any other story than he's a happy exemplary white man. There is so little drama into him he will never get over as face and when he's trying to be heel people will love him regardless because he's fucking Bobbo, but not enough to want to see a main belt on him and he's somehow unable to change that... he's as based as Randy but at the same time, not as good in promos, not good enough in getting the fan support...
And that's why when Hunter has the ball, Bobbo gets the midcard treatment.
