Tony Khan was going into business no matter what.
He involved the EVPs so he'd have representation from within the business that gives his company credibility back in 2019 when those guys still had indie credibility, and when Jericho hadn't given up yet.

He was out to dinner with a tv head who talked to him about how much the WWE were getting for their renewals in 2018. Then he realised there was a lot of money to be made in wrestling. Then he realised all of the elites contracts were coming up at the same time. The first person he wanted was punk and then the bucks and then omega and then Cody. He wanted Jericho but didn’t know if he would sign. He said he would have started without punk (which he did) but if he didn’t get the elite he thought it wasn’t worth the risk. This is all well documented he’s talked about it on podcasts.
