Tony didn't watch NJPW beyond 2019 so he barely knows who Jay White is. He was probably told "he's the new Bullet Club leader, you can't let WWE get him". Plus it seems pretty obvious that Jay was planning to do to WWE but had to change plans due to the sale and hiring freeze

He’s done a lot in AEW.
I have a feeling that people just keep regurgitating that he’s doing nothing in AEW simply because he’s not chasing or contending for the World Title right now.

But that Finn Balor Shinsuke Nakamura spot is the minimum for him.
He's even friends with Tama Tonga and Tanga Loa. The WWE has never been a place that is simultaneously more primed for Jay White's skills and had more connections. The path is completely laid out for him.

If Balor and Nakamura’s spots are the best he can hope for in a WWE career, I fully see why he’s willing to take a risk somewhere else.
