Both guys wanted to go over, but Hogan would only do the match if he won (as IIRC, Hogan's contract had technically expired by this point and was on a show by show basis interim contract by that point and had been on such good behavior he was able to sneak his infamous creative control clause back into his working contract). So Hogan won, which pissed off Michaels especially since Hogan opted not to be on weekly TV to promote the match (whereas Shawn was in his full comeback tour mode).
So to spite Hogan (who by that point was going to be gone for good after the match), Shawn oversold all of Hogan's offense and then the next night on Raw, made a sarcastic bitchy comment about the match and how Hogan pulled the creative control card, to beat Shawn.
