The plan was always Page holding the title hostage for Omega while he had surgery then dropping it fingerpoke of doom style back to Omega.
NO ONE WANTED OMEGA OR PAGE to have the belt. Tony fucked up not forcing Omega drop the belt to Christian or Danielson and given that the Elite despised MJF, MJF was never going to get the belt so long as it was a Elite story prop.
People wanted Punk with the belt and him having it meant that MJF could get it. That was one of the chief reasons why Page instigated the fall of AEW by starting shit with Punk; he was going to have a 2-3 year reign while Kenny took his sweet tine having surgery and resting up instead of being forced back early to try and shore up the Elites failing political power backstage
