WWE already has had its PPV/PLEs on streaming for years, and other feds have their own streaming services. Cable TV is dying and WWE fleeced a content-desperate USA with the Smackdown deal. I wouldn't be surprised if, in a few years, the brand split ends and Smackdown becomes a B show, at least until Smackdown also moves to streaming.
As a long time fan, I am disappointed that WWE didn't keep their own Network and expand it. They would have full control over content. But they make more money selling the rights to existing streaming services. Just how it is.
I recommend that you avoid the tribalism that effects this board, and understand that the media industry is changing and promoters need to adapt. To be quite blunt, Tony should be seeking a streaming partner, not working so hard to stay on cable TV. The cable TV demographics keep skewing older and older.
