Ospreay isn't actually exceptionally athletic anymore, he moves much slower than his Jr days. You just think he is because he does lots of spots that a good deal of guys could be trained to do.
WWE is actively hiring actual athletes that are all much more genuinely athletic than him like that Tavion kid that went to Japan.

WWE wanted him to move full time to the US and also work house shows, Tony let's Willy live in the UK and pays to fly him every week.
Last year iirc Ospreay himself said that he chose AEW because of the schedule
