This is like saying 7x NBA Champion Robert Horry is the greatest basketball player in history because he happened to be a role player on a bunch of different teams with actual, genuine GOAT candidates who won championships. "He's got more rings than Jordan" yet he has zero Finals MVPs, was never responsible for his team's success, and nobody ever paid to see him play. That's fucking HHH, the guy who just happened to also be there when Austin and Foley were on top, when Rock vs Hogan drew the house, and when Cena was the face of the company. He married the coach's kid so he'd always have a spot on the card, but had nothing to do with any individual payperview's success.
