Claudio's a better athlete (probably good enough to play some pro sport tbqh) and is more creative with his moves/spots, but he's still just a dude doing impressive shit for the sake of it. Claudio's ceiling is jobber to the stars, but Gunther is one of the stars.
And Claudio was always better a tag wrestler anyway, one of the best of his generation.
