I'm guessing Tony didn't want him because why would you willingly go to TNA in current year? Unless your plan is hoping WWE picks you back up in 12 months? Even a 3 month run with the TNT would raise his stock more than anything he could do in TNA and no way WWE giving him another milly contract

He said in a interview that he was job secure and happy in WWE and they were moving him towards backstage and production work.
BUT he still wanted to squeeze out the very last in-ring years he got left or he wouldn't have felt like he gave it all before retiring from in-ring work. WWE didn't have a plans or a spot for him on the active roster so he took the TNA gig instead.
