Even chickenshit heels should win clean, even if it's a clear case of very weak competition (imagine a heel is force to defend despite protestations, and manages to rig the match with a jobber instead of the person that's been chasing and feuding with him)
Monster heels should obviously win clean frequently. Middle of the road/average heels should cheat to beat guys on their level to protect babyfaces, but can still definitely win matches without outright cheating, but they should still try to cut corners in the match whenever the ref isn't looking/take as long as possible on counts and breaking holds, etc.

I think that over the years, tropes like cheating and interference have become overly mechanical, as though they're cookie cutter spots you plug in to protect the other guy and advance the feud like in TEW and they've sort of forgotten why they're supposed to get heat in the first place. They cheat because they're a heel rather than being heels because they cheat etc. Anything that rewires the audience not to expect the same shit over and over and make basic heat feel more meaningful again is worth trying

Of course they should, in order to make the cheating feel impactful and not just one of their spots.
Though cheating to win every big match definitely works for some characters. Edge comes to mind.
