It doesn't have to knock him out, but a surprise uppercut that catches you unaware should be sold, as I imagine every individual uppercut he took in the match was to some extent, so why would he no-sell completely now? You have to overthink about the individual damage each move does to rationalize why he WOULDN'T sell, my immediate optic of it is "why is cesaro so weak that his surprise uppercuts don't hurt an injured man"
