He took over booking and tried to backpedal on a lot of Vince's shit to appease the vocal fans and bring them back after Vince's last few schizo/dementia years (compounded by the covid/Thunderdome shit) drove people either to AEW or just away in general. This included getting rid of some of the stuff that was viewed as cartoonier or were Vince's pet projects instead of trying to work with them.
Zeke got written off so he could go back to being Elias which was dumb because Zeke was actually over and even the smarks were entertained by it so there was no reason to drop it so quickly and the end result was that Elias went back to being a low card jobber who wasn't over and was fired within a year. MMM basically got the Ryder treatment: used a youtube show and social media to get themselves over, looked like they were in line for a push because of it, then Triple H killed it and they were fired because, again, they were seen as Vince guys and thus poison because the smarks didn't want Vince guys as far as Paul was concerned. Omos, the big jeets, probably some more I'm missing.
Then Paul followed this up by bringing back losers like Gargano and Teagan Nox and calling up Shitzi.
