Nigel's been getting on Bryan for months now. What better time to call him out after Nigel has proven he can still wrestle and Bryan by hook or by crook will make the mention even if not at 100%. Nige is a scumbag and Bryan wants to teach him a lesson. I doubt Tony would sanction a title match in similar circumstances hence why Tone has gone ahead with Darby's shot being on the line.

They've been major rivals since their days back in RoH and he was considered skilled in his own right. McGuinness retired years ago and became a color commentator in RoH and later WWE until 2022.
They've both wanted to do this match for years and McGuiness has been building it through commentary since he joined AEW. He's coming out of retirement for a short time specifically to do it so I'd imagine that's why they're doing the weird booking. They wanted to fit in this match before McGuiness won't be able to do it at all (he's 48).

How about they just wait a few more weeks and do it properly instead of randomly making it a thing 2 weeks before a show, where Bryan will respond 1 week before the show, and it interferes with all other ongoing storylines in a nonsensical way

He didn't have to retire and from what was side long ago he's over that. He retired as WWE wasn't going to sign him to wrestle and he didn't enjoy his time on TNA.
