two things
1) devils advocate gimmick was pure kino but he was shit with a live mic and you need someone who can finesse a manager persona into a solo star
2) he was from a different time. people look at him and think he's the video game wrestler applicable to today but he got into barfights drank and partied like 9/11 didn't happen

I'll tell you exactly. The devil's advocate gimmick literally needed him to have devil like powers in order for WWE audiences to have been captivated by it. His original gimmick could have only really gotten over if it was done by someone like a Jake Roberts who can already talk em in. But I'm just saying that because of the time period it debuted. Put him in any era from SuperCena to now and I'm pretty sure he would have gotten over.

Randy Orton was a headcase early in his career but all he'd get is a nice little slap in the wrist (wellness policy violation suspension) and a halt to his push (which he will gets just a few short years later anyway).
they were never going to push O'Haire solely the fact he was a WCW guy.

This. Especially if you were a WCW guy that joined WWE right after the buyout. Out of the 30 or so WCW guys that did that only Booker had any success. However if you waited a few years like Rey they treated you better.
