When Vince left, he took the booking with him, wouldn't tell them what his plans were for the story around the match, which he wanted to be Cody versus Roman.
Around Rumble, the WWE had no plans for the WM40 main event because Vince left.
That's where the Rock stepped in and asserted himself.
To the Rock, who doesn't even watch wrestling, Cody's the kid who quit the midcard to go be famous in the indies.
There's no way in the Rock's mind that Cody was main event talent.
That's why Dwayne pushed for himself to be the main event.
Due to his new position within the WWE, he could force it over the other board members, and he did.
Then when the Rock took his place from Cody, the reaction from the fans told him nothing. The cancellation of preorder tickets and bitching advertisers told him everything.
So why then, did Cozy Cody win the Rumble?
That decision was already made, and Dwayne could've overruled it right there, do an interference, put Punk over and take the WM40 main event from Punk, maybe even fight for the opportunity at Backlash, and be done with it.
Instead Dwayne let sleeping dogs lie. And Punk got injured.
