Vince always had shit gimmicks but never booked a deliberately shit angle if he could help it and wasn't planning to bury a guy.
Besides that, do bear in mind that the TV networks have creative influence as well.
The USA show is 3 hours because the network says so, not because the WWE wants to produce it that way.
That's why they struggle to fill the show. If they had an abundance of ideas, it wouldn't be a problem, but USA pays so there it is.
